Its a marketing move by Apple, I suspect to reduce sticker shock on the inflated prices of the iPhone.

The iPhone 11 isn’t in the same class, its a rename of the iPhone R and the Pro is what used to be called iPhone. For this comparison, I’m using the Google Pixel 4XL and the Apple iPhone 11 Pro.
